Group Travel Cancellation Policies and Refunds

Updated 6 min read

Every group trip has two cancellation questions. What happens if one traveler withdraws, and what happens if the whole trip is called off? The answers depend on the suppliers' terms, the group's own published policy, any insurance travelers hold and, for flights, federal refund rules. The time to answer both questions is before the first deposit, in writing, because a cancellation policy written after someone has asked for their money back is a dispute.

The short version

  • Cancellation charges rise as departure approaches, because suppliers' commitments do.
  • Publish the group's schedule before taking deposits, with dates and amounts.
  • Airline refunds have federal rules on flights to, from and within the United States.
  • Insurance is separate. Trip cancellation cover protects the traveler's investment; it is bought individually.
  • A replacement traveler can sometimes take a place, subject to name and document deadlines.

What You Need to Know

Why charges rise over time

Early in planning, a group's suppliers have mostly taken deposits. Closer to departure, they have paid for rooms, allocated seats, scheduled vehicles and hired guides. A traveler who withdraws late leaves costs that cannot be recovered and that the rest of the group should not have to absorb. That is why a group's cancellation schedule usually steps up at the same points as the suppliers' payment deadlines. See group payment plans.

Airline refunds under U.S. rules

For flights covered by 14 CFR Part 260, a passenger is entitled to a refund when the flight is canceled or significantly changed and the passenger rejects the change or the alternative offered. A significant change includes a departure three hours or more earlier or an arrival three hours or more later on a domestic itinerary, six hours or more on an international one, a different airport, more connections or a downgrade. A prompt refund is within seven business days for a credit card purchase and 20 calendar days for other payment forms. A voucher offered in place of a required refund must remain valid for at least five years.

These rules cover airline changes. A traveler who simply chooses not to fly is subject to the fare's own conditions, which on group fares are set in the group contract.

Insurance

The CDC describes three kinds of travel insurance: trip cancellation or travel disruption insurance, travel health insurance and medical evacuation insurance. Trip cancellation cover protects the traveler's financial investment in the trip, subject to the policy's covered reasons. See travel insurance vs. trip protection.

How It Works

  1. Collect each supplier's cancellation terms: air, hotel, ground, activities.
  2. Line up the dates at which each supplier's charges change.
  3. Write the group's schedule: for each period, what a withdrawing traveler forfeits.
  4. State the whole-trip position: what happens if the trip is canceled by the group, by a supplier or by events.
  5. State the replacement rule: whether a traveler may transfer a place, and by when.
  6. Publish it with the price, and ask travelers to acknowledge it in writing.
  7. Recommend insurance, and say clearly that it is the traveler's own choice and contract.

What to Do Before Your Trip

  • Read every supplier contract for cancellation and force majeure terms.
  • Keep deposits and payments traceable, in a dedicated account. See managing group payments.
  • Encourage payment by credit card where possible; card disputes are time limited.
  • Record each traveler's acknowledgment of the policy.
  • Diarize the dates when charges change.

Important Considerations

Group leader considerations

Apply the policy consistently. Making an exception for one traveler creates a precedent for the next, and the cost of an exception is borne by the group. If the leader wants discretion, for example for bereavement, say so in the policy and say who decides.

Credit card disputes

The Federal Trade Commission explains that a billing-error dispute letter should reach the card issuer within 60 days after the first bill containing the error was sent. A dispute is not a substitute for a clear policy, but it is a protection travelers have when paying by card.

Tips for Group Travelers

  • Read the cancellation schedule before paying a deposit.
  • Consider trip cancellation insurance soon after booking, and check its covered reasons.
  • Tell the leader early if you may have to withdraw; earlier is cheaper.
  • Keep every receipt and confirmation.

Common Mistakes to Avoid

  • No written policy before taking money.
  • A group schedule that does not match the suppliers', leaving the group exposed.
  • Accepting a voucher where an airline refund is owed.
  • Assuming insurance covers any reason for canceling.
  • Inconsistent exceptions that the group ends up paying for.

Frequently Asked Questions

Can I get my money back if I cancel my place on a group trip?

It depends on the group's published cancellation schedule and how close to departure you cancel. Early withdrawals usually lose less. Trip cancellation insurance may cover the rest for covered reasons.

What if the airline cancels or changes our flight?

On flights covered by 14 CFR Part 260, a passenger who rejects a canceled or significantly changed flight, or the alternative offered, is entitled to a refund. Credit card refunds are due within seven business days of the request.

Can someone else take my place?

Often, if the group's policy allows it and the change is made before the airline's name deadline and any visa or document deadlines. Name changes can carry a fee.

What happens if the whole trip is canceled?

That depends on who cancels and why, the supplier contracts and the group's written policy. Agree and publish the whole-trip position before the first deposit.
